Peace of the city is the priority. No meetings and processions till March 18 - City Police Commissioner

Coimbatore: In view of public safety and harmony of the city, Sumit Saran, Commissioner of Police, Coimbatore City has issued an order under section 41 & 41-A of Tamil Nadu City Police Act 1888 imposing restriction on various political and communal organizations for holding meetings, processions, demonstrations, distributing pamphlets etc.


Coimbatore: In view of public safety and harmony of the city, Sumit Saran, Commissioner of Police, Coimbatore City has issued an order under section 41 & 41-A of Tamil Nadu City Police Act 1888 imposing restriction on various political and communal organizations for holding meetings, processions, demonstrations, distributing pamphlets etc.

Through the order, the Commissioner has apprised that he believes that the act of cadres belonging to some political, communal organizations who engage in processions, demonstrations, distribution of pamphlets, pasting wall posters, wall writings, highly disturbs the peace of the city.

Installing flex boards in public places by political parties /organisations curtails free flow of traffic, causing hardship and inconvenience to the public. Sumit Sharan, COP also stated that such assemblies, meetings and processions are likely to lead to acts of violence, mischief and rioting, and thus create law and order problems in the city and question public peace and safety.

He added that the anti-social elements in the city of Coimbatore exploit such situations and try to create panic among people, he said. 

Now, therefore in exercise of the powers conferred by sub-section (2) of Sections 41 and 41-A of the Tamil Nadu City Police Act 1888, as per G.O.M.S.No. 802 (Home-Police-D), Department dated 13.04.1990 and Tamil Nadu Ordinance No.16 of 2012 in No.252 of Tamil Nadu Government Gazette Extraordinary, Chennai, dated 7th September 2012. As a matter of precaution, he has directed to regulate all assemblies, processions, fasts, demonstrations, pamphlet distributions, pasting of wall posters, wall writings, erection of flex boards in any street, road, thoroughfares within Coimbatore city police jurisdiction for a period of 15 days starting from midnight on March 4, 2020 to midnight of March 18, 2020

However, those organisations/political parties who intend to conduct meetings can apply for a grant of permission five days in advance, the Commissioner noted.

However, this order does not apply to:

i) Any assembly, procession, meeting or demonstrations for which permission is granted already by the Commissioner of Police.

ii) Any meeting, assembly or procession of purely religious character held in a recognized place for worship.

iii) Any assembly or procession purely to take part in sports.

iv) Any assembly or procession on the occasion of wedding, funeral or similar domestic occurrence.

v) Any assembly or procession on the occasion of the religious ceremony.

vi) Any public meeting or assembly or procession held under the statutory or other express legal authority.

vii) Any public meeting, procession, assembly or class of public meeting exempted from the operations of this order by the State Government by General or Special order.

viii) Any public meeting, assembly or procession held under the auspices of the State or Union Govt.
