Need more time to file form-JJ online: Industry association

The industry associations of the city have sent a request to the secretary and commissioner of commercial tax department of Tamil Nadu, to postpone the implementation of the total solution project that makes it mandatory for industrialists to file form-JJ online, by another four months. The rule, as per the government order dated January 29, 2016, will be enforced from April 1.

The state government, with the help of Tata Consultancy Services (TCS), is implementing this rule to facilitate online filing of form-JJ that notifies sale, stock transfer and movement of goods. President of Indian Chamber of Commerce, D Nandakumar said, "There are more than one lakh sales tax assessees in Coimbatore, but TCS conducted training sessions for just 1,500 traders and industrialists in the city. With several assessees unaware of how to fill the form online, it will be unfair to impose the rule."

City industrialists also said that their department personnel are not trained to work with the new system. Many small and micro scale industrialists are not equipped with a computer. "The state government should not make it mandatory to file it online. They should keep both, manual and online provisions," said the president of Coimbatore District Small Scale Industries Association K Ponnuswamy.

Industrialists also pointed out issues with form-MM. "Generally, a truck collects load from four to five points. According to the new rule, if one of the suppliers fails to provide details of the goods, then the department will seize the entire truck load," said Nandakumar. "This is unfair. Other businessmen should not be held responsible for the mistake of one businessman or trader," he said.

A total of 38 city industry associations together signed the memorandum on Monday at the Indian Chamber of Commerce and sent it to the secretary and commissioner of the commercial tax department in Chennai.
