Government may extend deadline for regularization of city buildings

The state government is considering extending the deadline for regularization of properties in the city under the Akrama Sakrama scheme and is discussing other details of its implementation. On Monday, Bengaluru development minister K J George met urban development and BBMP officials to discuss the key issues related to the implementation of the scheme. Chief minister Siddaramaiah will make the final decision after a meeting with cabinet ministers.

BBMP commissioner N Manjunath Prasad said three issues pertaining to the implementation of the scheme were discussed during the meeting.

"First, the cut-off date.Second, whether the penalty for regularization should be levied based on the guidance value of 2013 or the present guidance value. There was also a discussion about whether buildings constructed after the cut-off date in violation of by-laws should be regularised. If we regularize new buildings that have violated laws, should the fine be calculated on current guidance value?" he said.

The government is likely to give citizens three months to apply for regularization. "If the number of applications is not as high as we expect, we want the authority to disconnect power and water to illegal buildings. For this, we have to do a thorough survey. I suggested having an empanelled team of architects to check violations and put it out in public domain," Prasad said.

The other issue is regularizing buildings on the agricultural land, which has not been converted for construction, and this requires conversion from deputy commissioner's office. Officials said citizens can submit their applications to BBMP, but the process could take up to six months.
