Governor R N Ravi signs bill to ban online rummy in Tamilnadu

A bill seeking a ban on online rummy which has claimed 43 lives so far was passed in the TN Assembly earlier and the Governor did not consent to signing the bill. Today after aggressive posturing from DMK MLAs seeking the right to revoke Governors, the bill has been signed.


Chennai: Tamil Nadu Governor R N Ravi has given his assent to the online rummy ban bill. In Tamil Nadu, many people committed suicide after losing lakhs of rupees by indulging in online rummy and other online games.

In Tamil Nadu alone, 12 people have died. Leaders of political parties and social activists have repeatedly urged the Tamil Nadu government to ban gambling, including online rummy.

During the previous AIADMK regime, a law to ban online rummy was brought in and passed in the Assembly. A case was filed in the High Court against the Act, which was struck down by the High Court.

Later, the DMK won the assembly elections and formed the government. As the death toll from online rummy games continued to rise, to study the ban on online gambling and the regulation of online games, the committee was headed by former Madras High Court judge K Chandru.

The committee sought the views of various stakeholders and recommended that a new law should be enacted as it cannot be controlled as per the existing rules. Based on this, the 'Tamil Nadu Online Gambling Ban and Regulation of Online Games Ordinance Bill' was formulated and cabinet approval was obtained. Later, the bill was sent to Governor R N Ravi on October 1 last year and the Governor gave his assent and the law came into force.

According to this Act, in Tamil Nadu, money or any other object shall be kept, online gambling and games are banned. Online gambling, playing online games can attract imprisonment of up to 3 months or a fine of up to Rs 5,000 or both.

On October 19, Minister S Raghupathi introduced a bill to replace the ordinance banning online gambling in the winter session of the assembly. The bill was passed and sent to the Governor for his assent. Subsequently, the Governor had sought various clarifications on the bill.

The Tamil Nadu government gave explanations within 24 hours. Later, law minister S Raghupathi met the Governor on December 2 and urged him to give his assent to the bill. In the meantime, Governor Ravi's meeting with representatives of companies that run games, including online rummy, has come under criticism.

It has been five months since the bill was passed in the Assembly and the Governor has not taken any decision on it. Tamil Nadu Governor R N Ravi has returned the Online Gambling Prevention Bill to the Tamil Nadu government. The Governor has raised eight questions, including on what basis the state government can enact a law on the issue that comes under the Central government. It was asked to send the bill by adding sufficient data and making some amendments.

Governor R N Ravi has given his assent to the bill banning online rummy, which was sent from the Assembly for the second time. The law provides for a jail term of up to three months for playing rummy online. A fine of Rs 5,000 or a jail term of up to three months, along with a fine, will also be imposed.
